Incline Village at 6,350 feet

The town center sits about 6,350 feet above sea level on Lake Tahoe's north shore. It takes its name from the incline railway of the Sierra Nevada Wood and Lumber Company, which hauled timber 1,400 feet up the mountain for the Comstock mines. Water, sewer, trash and recreation come from the Incline Village General Improvement District (IVGID), and Diamond Peak ski area is community-owned. In 2020 the census place had 9,462 residents, and 43 percent of its 7,367 housing units were vacant, largely second homes.

TRPA and county review

Projects in the Washoe County portion of the Tahoe Basin apply directly to TRPA. Under TRPA's code, repairing or replacing an existing fence outside stream environment zones and water is treated as exempt, and a new residential fence is treated as exempt or qualified exempt when it is:

  • No more than 6 feet high,
  • Not blocking the public's view of Lake Tahoe, and
  • Not in a Stream Environment Zone, the backshore or a body of water.

Several creeks cross Incline Village on their way to the lake, among them First, Second and Third Creeks, Incline Creek and Mill Creek, and lots along them are where SEZ questions come up. Washoe County's permit routing also sends plans to IVGID when a county permit is needed. Confirm the category for your project with TRPA before you build.

Snow, slope and fire

At this elevation, snow load and plowed snow are the main forces on a fence. Posts belong well below the frost line, rails and caps need to carry weight, and a fence along a driveway has to survive the snowplow berm. Open designs shed snow better than solid panels. On sloped lots, fences step or rack with the grade.

Incline Village is forested and sits in the North Lake Tahoe Fire Protection District. Washoe County's wildland-urban interface code requires any part of a fence within 5 feet of a building to be noncombustible or as fire-resistive as the exterior walls; ornamental steel, aluminum or stone-faced sections handle it.

Do I need TRPA approval for a fence in Incline Village?
